Post, a former assistant secretary of labor, lamented the postwar “popular delirium,” “war frenzy,” and “popular hysteria” that equated radical aliens with “moral rats” 24 . ” Among the alien radicals deported to the Soviet Union in December 1919 aboard the Buford, a steamship dubbed the “Soviet Ark,” were anarchists Emma Goldman and Alexander Berkman, who were arrested in June 1917 and convicted of conspiring against the Selective Service Act.

Other peace groups emerged during the interwar era, creating a powerful social, political, and cultural peace movement. S. and European pacifists founded three pacifist internationals.
