In the remaining new states, where slavery was central to the economy, opposition to the trade was economic and political, but not essentially moral. They were up against the north, who had over twenty-two million people. Britain and France declared war on Germany on the 3rd September 1939, before this Germany had invaded Poland, which the British promised to protect. Britain prepared for war, and sent more than eleven thousand troops to Canada. By April 4, President Lincoln ordered merchant vessels escorted by the United States Navy to Charleston.

Rail cars that transferred between the two stations had to be pulled by horses along Pratt Street. Adelbert Ames 's division conducted a wide flanking march to get in the fort's rear. They wanted the right to vote, run for office, serve in the military, attend white schools—all of which reached its zenith with Martin Luther King Jr. and the civil-rights movement, a century and a half later. The country was bitterly divided; Presidents Zachary Taylor (1849-1850), Millard Fillmore (1850-1853), Franklin Pierce (1853-1857), and James Buchanan (1857-1861) were not all in agreement over how far to allow the expansion of slavery, but all worked at compromise to stave off Civil War to keep the Union together.

The election of Lincoln in 1860 was the final trigger for secession for the deep South Cotton states. Winfield Scott was a Virginian by birth, but he had been an Army general since 1814, longer than most Americans had been alive, and his loyalty to the Union was never in doubt. The Battle of Eltham's Landing took place on May 7, 1862 in New Kent County, Virginia as part of the Peninsula Campaign. The Confederates suffered 813 casualties, a quarter of whom were prisoners who had surrendered rather than run the gauntlet of fire back to their own lines.
